Circle crops, honestly
A "round photo" is really a square PNG whose corners are transparent — the circle only looks round on pages that do not paint a background behind it. That is why circle output is always PNG: JPG cannot store transparency at all. If a platform shows your circle with white corners, the platform flattened it, not the crop.

Does cropping reduce quality?
No — the kept area is copied pixel-for-pixel at full resolution. Only the file format conversion (if you change it) re-encodes.
What size is a profile picture?
Most platforms accept any square from 400×400 up; crop square and resize afterwards if a platform demands exact pixels.
